Joseph Costa was appointed to fill the District 7 board seat, representing Aguilar, Trinidad West & Vicinity in May 2003. Mr. Costa is a long-time resident of Colorado and presently resides in Weston, Colorado. He received an AA Degree from Trinidad State Junior College in 1970 and a BA Degree from Adams State College in 1972.

His work experience includes Costa Lines, Inc., from 1972 to 1997 when he retired as president of the company. From 1997 to 2002, he was managing partner of Costa Stonewall Ranch, which is a guest ranch with a cattle and hunting operation. Presently, Mr. Costa is a partner in JVC Partners which manages hunting properties and other private properties.

As a partner and president of Costa Lines, Inc., he oversaw the transportation needs of large mining companies and mid-sized industrial companies in Colorado and New Mexico. This included complying with regulations involving both interstate and intrastate and ICC authorities. He supervised the purchases of equipment and bulk fuel along with financing responsibilities.

Mr. Costa also directed rate and traffic regulations for the transportation of goods and dealt with many major nationwide energy, industrial, and transportation companies.

As a partner of both Costa Stonewall Ranch and JVC Partners, Mr. Costa oversaw the construction of cabins and lodges for a guest ranch and hunting ranch. He developed and marketed the guest ranch, which included horseback and hayrides, as well as banquets and dinners for weddings, reunions, and corporate meetings. The ranch operation also raised and marketed hay, cattle, and buffalo. He has been married to wife Anita for 39 years. They have four children and four grandchildren.

Mr. Costa is a Cooperative Credentialed Director and Board Leadership Certified.  He has served on the San Isabel Electric Finance, Policy, and Member & Public Relations Committees. He has also served as treasurer of the Board. Mr. Costa has served as San Isabel’s representative on the Western United Electric Supply Corporation Board and Colorado Rural Electric Association Board.
