San Isabel Electric is offering to partner with the City of Pueblo to operate their electric utility if the City of Pueblo chooses to form a municipal utility. In June 2019, a poll asked Puebloans if Black Hills Energy should continue providing electric service, or if it is time for a change to San Isabel Electric. The survey resulted in 64% of voters choosing San Isabel Electric, 27% chose Black Hills Energy, and 9% were undecided.
San Isabel Electric would operate the municipal utility, including maintaining poles, wires and other electrical equipment, responding to outages, as well as managing employees, billing and other administrative services. San Isabel Electric and the municipal utility would have separate boards and separate budgets.
